Starlink and Two Other LEO Satellite Operators Await Islamabad’s Approval for Operations

Three global Low Earth Orbit (LEO) satellite operators, including Starlink, OneWeb, and Shanghai Spacecom Satellite Technology, are interested in launching operations in Pakistan. However, none of these companies have received the essential No Objection Certificate (NOC) from the Pakistan Space Activities Regulatory Board (PSARB), which is required before they can legally operate in the country. Despite fulfilling all security concerns, Starlink has been unsuccessful in securing the NOC, even after years of efforts.
The Pakistani government, through the PSARB, regulates satellite activities in the country. Starlink has been actively engaging with the government, submitting detailed communications about their operations, compliance with Pakistani laws, and the potential benefits for local citizens and businesses. They have worked closely with Pakistan's Space and Upper Atmosphere Research Commission (SUPARCO) and other security agencies to ensure that all regulations are met.
Once Starlink receives the necessary licence from the Pakistan Telecommunications Authority (PTA), contingent upon the NOC, the company plans to make a significant investment in the country. This will include purchasing space in data centres, construction materials, and fiber optic connectivity. The total investment is expected to be substantial, benefiting local companies such as Paksat, and contributing to the development of the country's digital infrastructure.
Starlink aims to provide equal internet connectivity across both urban and rural areas, bridging the digital divide and supporting education and economic development, especially in remote regions. Despite the current delays, Starlink is committed to bringing its services to Pakistan and contributing to the country's digital growth.
